Constitution


ARTICLE XX. DUTIES OF OFFICERS:

Section 1.
The President shall preside at all meetings, see that all laws are promptly and impartially executed, and appoint all committees. He shall also call extra or special meetings of the entire company or Executive Committee whenever the interest of the company requires it and perform all other duties generally compatible whit his office.

Section 2.
The Vice-President shall, in the absence of the president, perform his duties. Should the president and vice-president be absent at the same time from a meeting, the secretary will preside over the meeting.

Section 3.
The Captain, subject to the provisions of the constitution and by-laws of the North Thibodaux Fire Co. No. 1., shall have command and control of said company at all fires, exercises, and parades. He shall see that every member perform the duties required of him and report any of the members and subordinate officers for infractions of the constitutions and by-laws, lack of duty, or disorderly conduct. It will be his duty to report to the company at every meeting regarding the affairs of said company under his supervision and knowledge. He shall report on the over-all condition of the truck and equipment not covered by any other officer. He shall also perform all other duties generally compatible with his office as enumerated in the by-laws.

Section 4.
The First Lieutenant shall aid the captain in the discharge of his duties and in his absence act as captain. He shall also, at least ten days prior to the Annual Joint Meeting of the T.V.F.D., furnish the Chief of the Department with a complete inventory of all the equipment belonging to the company and condition of same. He shall also conduct the annual hose test by the fifteenth of June.

Section 5.
The Second Lieutenant, in the event that the other line officers are present and the truck engineer is not present, shall remain with the truck at a fire scene to aid the truck operator in issuing equipment off the truck to any one in need. Only if ordeered away from the truck by the chief, his assistants or another line officer of this company or apon arrival of the truck engineer, shall he leave the truck. Only then shall he appoint another member to assume his responsibilities of the truck. He shall present recommendations for additional equipment and for repairs of the equipment to the company.

Section 6.
In the absence of the captain and the lieutenants, the control and command of the company at all fires, parades, and exercises, shall devolve on the operator of the truck. He shall appoint such assistants as he may deem necessary, and his orders shall be obeyed the same as if he were an officer. He shall retain command untill the captain or lieutenants arrive and assume their duties.

Section 7.
The Secretary shall attend meetings of the company and keep a correct record of the minutes of same. These minutes shall be kept in a minute book and submitted and read by him at each subsequent meeting. He shall keep in his custody all the books and documents of the company pertaining to his office and attend to the correspondence. He shall countersign all warrants of the president when appropriations have been made to pay same. He shall present to the fire board members at least two days prior to their regular monthly meeting, all bills for repair and maintenance of the equipment and fire truck. In all matters pertaining to the company he shall hold himself subject to the instruction of the president and perform such other duties as pertaining to his office.

Section 8.
The Assistant Secretary shall collect all dues or assessments from the members, pay same over to the treasurer, and report same at the next regular business meeting. In the absence of the secretary, he shall assume the duties of the secretary. He shall also be responsible for the "upkeep" of the banners belonging to said company.

Section 9.
It shall be the duty of the Treasurer to receive from the assistant secretary all the money collected by him and pay all warrants when properly drawn and presented. He shall keep a clean and correct account of all receipts and disbursements and make a report of same at each regular business meeting.

Section 10.
The Truck Engineer shall assist the captain in keeping all of the property of the company in order. He shall wash the truck at least once every two months and must have the truck washed and waxed for the Annual Fireman's Mass, Annual Fireman's Parade, and the Fire Prevention Parade. He shall see the truck and all apparatus is kept in working order. He shall report to the second lieutenant, the repairs that are needed to keep the apparatus in working order. He shall also report on the condition of the truck at each regular business meeting. By the fifteenth of each month, he shall turn in a completed copy of the monthly Inventory Sheet to the second lieutenant. He shall turn in the Year-End Inventory Sheet to the first lieutenant ten days prior to the Annual Joint Meeting.

Section 11.
The Sergeant-At-Arms shall ring the bell for all meetings, parades, and exercises. He shall have charge of the door at all meetings, keep the meeting room in order, and shall hold himself subject to the instruction of the president in preforming all duties pertaining to his office.

Section 12.
The Assistant Engineer shall assist the truck engineer with his duties pertaining to the truck except at a fire scene. In the absence of the truck engineer at a regular business meeting, he shall report on the condition of the truck to the company. Only Qualified operators shall be elected to this position.

Section 13.
The Member-At-Large shall be elected by the company and shall hold no other office that receives a seat on the Executive Committee. He shall represent the company during an Executive Session.

Section 14.
All other officers will perform any duties assigned to them by the president or the captain of the company.
